Title Changes in Japan's Agri-Food Trade After CPTPP Enforcement

Abstract South Korea's accession to the CPTPP is likely to be discussed again as economic blockification and
supply chain reorganization of strategic resources have recently become visible due to the US-China
hegemony competition. Currently, CPTPP member countries include Japan, Canada, Australia, Brunei,
Singapore, Mexico, Vietnam, New Zealand, Chile, Peru, Malaysia, and the UK. Therefore, Korea's
accession to the CPTPP is expected to have a big impact on the domestic agri-food sector. In order to
apprehend the impact of CPTPP on Korea's agri-food trade, this study aims to grasp the real benefits
of Korea's accession to the CPTPP by empirically analyzing the impact of Japan, an early member
country and a net importer of agri-food on agri-food trade like Korea. To this end, based on the gravity
model, 8-year agri-food import and export panel data of countries trading with Japan(2016-2023) was
constructed and the difference-in-difference method(DID) was applied. As a result of the analysis, it was
found that Japan's implementation of the CPTPP increased its agri-food trade by $180 million. Compared
to Japan's average import and export in the last eight years, divided into fresh and processed agri-food,
Japan's fresh agri-food imports increased by 10.9% due to the CPTPP's entry into force, but the increase
in fresh agri-food exports was not significant. In addition, the import of processed agri-food was only
15.8% of the eight-year average, but the increase in processed agri-food exports accounted for a high
proportion of 36.8%. In the end, it can be seen that Japan's import of fresh agri-food and processed
agri-food exports increased considerably through CPTPP. Based on the impact of CPTPP on Japan's
agri-food trade, this study confirmed that net imports of fresh agricultural and livestock products are
expected to increase when Korea joins the CPTPP, and suggests that preliminary preparations are needed
to strengthen the animal and plant hygiene and quarantine(SPS) capabilities, which are a prerequisite for
trade in fresh agricultural and livestock products, in terms of import and export at the same time.
