When consumers are uncertain about the quality of a good, government programmes and policies can serve as signals to them. This paper analyzes the relationship between government labeling policy and consumers’ beliefs about genetically modified food. Survey data are used to estimate an structural econometric model where beliefs about the safety of genetically modified food, beliefs about government labeling policy, and willingness to consume genetically modified food are endogenously determined. Results show that consumers who believe the government has a labeling policy for genetically modified food are more likely to believe genetically modified food is safe.
