The purpose of this paper is to compare methodologies measuring economic validity of food safety management, and to showcase the need for applying COI (Cost-of-illness) approach to compensate the measurement of social benefit that is conducted with WTP (Willingness-to-pay) approach. In the case of controlling the use of pesticides for apple, which are suspected as materials causing cancer, the social benefit measured by WTP is much larger than the social benefit measured by COI. This difference suggests that we may need to evaluate the social benefit of food safety management through more than one methodologies. This paper also measured the social cost due to controlling the use of pesticides with accounting approach, and then calculated the B-C (Benefit-cost) ratio and NPV (Net preset value), in order to judge the economic validity.
