Under current 'Agricultural Product Marketing and Price Stabilization Law', direct trade between retailers and agricultural shippers is not administered. It is therefore required to design new legal system dealing with not only transactions within public whoesale markets, but also transactions outside public wholesale markets. For new legal arrangements, we need to include some articles for protecting agricultural producers and promoting fair trade, utilizing related articles of PACA(Perishable Agricultural Product Act).
