The RPC industry is a key to improve international competitiveness of rice in Korea. The Korean government has started to reform the industry which is heavily dependent on the government subsidy to survive. This article seeks optimal ways to reform the RPC industry using a goal programming method. Cost and managerial performance are the two major criteria to get the solutions. The analysis shows interesting results regarding the extend of the structural reform and the inter-regional distributions of RPCs after the reform.
