Public stock holding program has replaced the procurement program, which had a role to stabilize the rice price fluctuation and to support farm income. Introduction of the public stock holding program can cause to increase the price fluctuation since the role of governments to price stabilization would be reduced. In this paper the coefficient of price flexibility was estimated by -1.47 under the public stock holding program while it was -0.472 under the procurement program.
