The expansion of consumption is the most important factor for the sustainable development in cut flower industry. Therefore, this study gives a comparative analysis of cut flower industry in Korea and Japan and finds several decision factors of the consumption of the cut flowers by using Tobit Model. Also, this study presents the several ways to expand the consumption of cut flowers in Korea as the followings. First, to expand the consumption, offer no valuable cut flowers to consumers as free charge. Second, increase the number of the places for teaching flower arrangement by using public facilities. Third, catch on the preference of female consumers and supply various types of cut flowers seasonally. Fourth, diversify the selling agents and expand the selling places geographically. Fifth, product high quality cut flowers.
