Knowledge spillover is a kind of positive externality originating from imperfect appropriation of R&D performances, which implies that the knowledge created by one agent could be transmitted to other related agents by partially and positively affecting their R&D or other economic performances. For the identification of the knowledge spillover direction based on firm-level patent data among bio-related industries, an index to measure the potential propensity of knowledge spillover is defined and calculated. The results show that public r&D in agriculture and fisheries has strong knowledge spillover propensity.
