The purpose of this study is to identify the conditions under which the local business entities cooperate with each other for the promotion of 6th industrialization. It is confirmed that the most important condition for the 6th industrialization to be expanded to the regional level through the union of the farmers is that synergy effect should occur and the benefits due to the synergy should be distributed equitably to the participating farmers. Simulation results show that the 6th industrialization can be extended to the regional level only if the synergy effect increases as the size of the joint venture grows. The results of this study show that the support policy, in which thebenefit is equally attributed to all the participating farmers, cannot solve the free-rider problem because it is a support that does not distinguish the farmers who contribute more from the ones who contribute less. This implies that it will eventually lead to the collapse of the coalition, or it will be a barrier to the development of the coalition on a larger scale.
