The Primary Agricultural Cooperatives(PACs), multi-purpose entities, have been threatened their management bases because of sharp decrease in the number of members and their aging and the portion of agricultural production has been shrunk in the national economy. Moreover, PACs have laid in the difficult situation because they had to compete with foreign large distribution businesses as well as large domestic enterprises after agricultural market has been opened and liberated. The management condition of the PACs' credit business is being rapidly changed by lowering profits of mutual finance because of high competitiveness from opening capital market and enlarging the size of other financial institutions. Based on the analyses measuring comprehensive and objective managerial performance, this study strives for depicing a plan that the PACs can be continuously developed under the changing managerial environments by providing general directions for establishing managerial plans. This study carried out various analyses, including the efficiency analysis, the financial analysis and the Efficiency-Profitability Matrix Analysis, based on the characteristics of the PACs in Chonnam Province. Especially the DEA(Data Envelopment Analysis) method was applied to analyzed the managerial efficiency of PACs. This study provided basic directions for establishing management plans and strategies adequate to the conditions of PACs. Each PACs can use the results of this study to establish their reasonable management plan.
