The purpose of this paper is to provide some future directions for the world agricultural policy reform from net food importing countries' perspective by examining the changes in Korean agriculture after the Uruguay Round. Although market economy is the central and fundamental theme in the agricultural policy reform as is provided in the WTO agreement on Agriculture, market orientation alone cannot be the unique right solution for the reform. The world agricultural policy reform in progress, ⅰ.e. the DDA negotiation, needs to be gradually carried out considering various factors affecting each country's agriculture, including non-trade concerns and externality-related market failure which is intrinsic in agriculture.
