The purpose of this study is to estimate the expected value of congestion cost reduction obtainable from preserving the agricultural production and rural community. With the panel data of 7 major cities for the period of 1990-1999, we estimated random effect models for four indicators of congestion costs; air pollution, wastes, traffic accident and commuting time. The results show that the congestion costs of 179 billion Won could be avoided by preserving agriculture and rural community every year which might be considered as a part of multifunctionality of agriculture.
