This paper analyzed Comprehensive Agrarian Reform Program of 1988 and Comprehensive Agrarian Reform Program with Extension of 2009 to find the root cause of the failure of these land reforms.Most of the existing studies show that the land reforms do not achieve their original purposes as a double standard of the retention limits, the excessive exclusion of the target land, the recognition of the tenant system, the lack of financial, administrative and legal support, the just compensation, and the cohesion between of the rural elite and the judiciary. But this listing does not give any information as to what constitutes a decisive negative consequence of the policy's performance.The land reform laws of the Philippines introduced 'the just compensation' as a land compensation standard, based on negotiation between the landlord and the beneficiary. This obscure criterion of concealing skilfully the interests of the landlords has been a key factor in delaying land reform and in reducing its performance. Unjust 'the just compensation' has been the best means of ensuring the vested interests of the landowners.
